In this paper, the physical mechanism of BFEL was first analyzed on basis of the theory of Compton scattering. Then, the idea on output of both infrared laser and X rays in BFEL is put forward according to the result of analysis. Finally, the initial plan of experiment and the actual significance about the idea is expressed.
